What is the most efficient way to remove that popcorn looking stuff on ceilings?

We just bought a home and the former owners were smokers, the ceilings are disgusting! It's that popcorn ceiling stuff and its all speckled black and it's just gross!

How do I get rid of it? The cheapest we can while still making it look good.

Answer:
My husband and I are currently remodeling a town-home we inherited from his father. It is almost 1300 square feet and he was a heavy, heavy smoker who lived in the home for 30 years. We choose to remove the popcorn ourselves (it did not have asbestos). Because we gutted the place, we did not have to use drop clothes because we were removing the flooring. We bought a few putty knife, scraper things and water misting bottle. We wet the area really well and scraped. With a few of us working together, we got it done in about 4 hours. Be careful not to nick the ceilings too much otherwise you will have a lot of patch work. The nicotine will drip down the walls so be prepared for that. We are hiring someone to re-texture the ceiling and it will only be about $700 to texture and prime the ceilings and I live in Southern California. Keep in mind that just removing the popcorn from your ceilings will increase the value of your home by about $5,000 instantly. Good luck!
